Ship upgrades are either auxiliary systems the captain can activate from the Bridge, or fixtures of the ship that can enhance it. Each system equips the ship with a special ability. Unless the ability says otherwise, an auxiliary system has no limit to the number of times it can be used in an encounter. Your airship has a number of slots for auxiliary systems and weapons equal to its class.
