Prior to the Decree of the One God, the Arcadian religion worshiped a single deity whose twin aspects—Avestar and Abraxis—could be appealed to separately by acolytes of the Church. Within the Church there was an order devoted to each aspect, and a High Priest heading its Hierarchate.

Following the Schism of the One God, the Church exiled acolytes of the Order of Abraxis along with its High Priestess. With the Fall, the Hierarchate of Avestar in Moruin became home to the Order of Avestar, where the High Priest of Avestar presides over its clergy.
