Meseampur rules as Sultana over Al Tufail and the vast desert wasteland of Mamara. As a Rasa, she possesses an ancient spirit that predates even the High People's arrival on Midworld. She gained her position by deposing the previous Caliphate, establishing herself as the capricious ruler of the region's most populated area.
Her domain centers on Al Tufail, which contains three great metropolises: the City of Glory, the City of Splendor, and the City of Strength. These cities represent fragments of an older age that existed before the High People's dominion. Under Meseampur's rule, Al Tufail maintains a delicate balance, welcoming outsiders while remaining deeply suspicious of their motives.
During the events of Quest of Queens, Meseampur engages in complex negotiations with Nyn's forces. Despite initial resistance conveyed through her dealings with Kazarius and Fodel Bersk, she eventually agrees to meet with Nyn directly. Though she offers to bind their fates together in a Rasan ritual to gain total alliance, Nyn refuses. They ultimately reach an agreement where Meseampur will remain neutral and allow passage of Nyn's forces through the Dune Sea.
Her rule is marked by pragmatism and self-preservation rather than ideology. She maintains her authority through a network of cultists who serve her, while the Al Tufaili people practice worship of the Rasan Pantheon. Her warning to Nyn about the Shadowvale seeking revenge suggests deep knowledge of ancient conflicts between the various powers of the world.
