A Paladin's Maleficence No Longer Subject to Magic Point Penalty

A paladin's maleficence is no longer subject to an armor class penalty. Paladins will almost always be wearing armor, and the armor penalty necessitates a higher Smart score than is reasonable for Sacred Touch to be usable.
