Cloak of the Manta Ray

Description

This cloak appears to be made of shiny scales. When you enter sea water, you activate this cloak by thought to shapeshift into a giant manta ray. You swim at twice your movement rate and can generate a tail made of lightning maleficence. Whether or not you have MP, this tail can strike anywhere in a melee space, dealing 1d6 damage and the lightning peril.
